We recommend that people using older Internet Explorer browser versions such as IE 9, or IE 10 upgrade to the latest version of IE. If you cannot upgrade, please enable TLS 1.1 or TLS 1.2 as follows: Select Control Panel > Internet Options. In the Internet Properties dialog, select the Advanced tab, scroll down to the Security section, and check Use TLS 1.1 and/or Use TLS 1.2.
